Federal Program Descriptions

Title I, Part A
Improving Basic Programs Operated by Local Education Agencies (LEA) provides supplemental funding to state and LEAs for resources to help schools with high concentrations of students from low-income families provide a high-quality education that will enable all children to meet the state's student performance standards. Title I, Part A supports schools in implementing either a school-wide program or a targeted assistance program. These programs must use effective methods and instructional strategies that are grounded in scientifically based research. Refugio ISD has two Title I, Part A School-wide campuses: Refugio Elementary School & Refugio High School.

Title II, Part A - Teacher and Principal Training and Recruiting
This fund provides supplemental funding to improve student achievement by elevating teacher and principal quality through recruitment, hiring, and retention strategies to improve teacher and principal quality and increase the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools. The program uses scientifically based professional development interventions and holds districts and schools accountable for improvements in student academic performance. Refugio ISD coordinates these funds with local funds to provide an additional teacher and to provide high quality, ongoing staff development to staff.

Title IV, Part A - Safe and Drug-Free Schools and Communities
Title IV, Part A provides state and LEAs with supplemental funding to develop and enhance education programs targeting violence prevention and drug prevention strategies in elementary and secondary schools for all students and employees. Refugio ISD joined a shared service arrangement with Region III ESC to help enhance this program.

Title VI, Part B, Subpart 2 - Rural and Low-Income School Program
This is a competitive program which assists eligible LEAs in addressing local academic needs more effectively by giving them greater flexibility in the use of limited federal resources. It is designed to address the unique needs of rural school districts that frequently (1) lack the personnel and resources needed to compete effectively for Federal competitive grants; and (2) receive formula allocations in amounts too small to be effective in meeting their intended purposes. Eligible LEAs are those with 20 percent or more of the children ages 5 through 17 years served are from families with incomes below the poverty line; and are designated with a School Locale Code of 6, 7, or 8, as determined by the United State Department of Education's National Center for Educational Statistics. Refugio ISD uses these funds in coordination with other federal funds to enhance the overall educational program.

SSI (Student Success Initiative) Program

This program provides accelerated reading and/or accelerated math instruction to identified students in Kindergarten through 12th grade in the district. Diagnostic reading and math assessments are administered to all students to determine who are at-risk and therefore in need of additional services.
